DVLA - I want my driving licence back - mostly so that I can Hire a car when needed

No intention to buy or drive an Oil(Petrol/Diesel) based vehicle.
In favour of EVs.
Aside : have a passport and a Visa to Oz.
Have survived 7+ years without a licence, based on rare Taxis and NHS transport. Othewise Housebound.

Here is my story... encapsulated in an email from DVLA to my MP

Dear Ms Morgan
 
Thank you for your email of 2 October on behalf of your constituent, Barry Chandler 
   of Pentre Cefn Bach, Craigllwyn, Oswestry, Shropshire, SY10 9BJ about his application to regain his driving licence. 
   As a member of the DVLA Complaints Team, I have been asked to reply at Step 1 of our complaints procedure.
 
I am sorry for the concern this matter is causing to Mr Chandler. 
 I should explain that, at present, we have not received a renewal application from him. For clarity, 
 I will confirm our current position in his case and address the further queries he has raised.
 
Mr Chandlers driving licence was originally revoked in October 2018 after he made us aware of a head injury suffered in August that year. 
His application to renew this licence was refused in April 2019 as the information received indicated that he did not meet the current medical standards. 
 We have not received a further application following this.
 
To reapply for his licence, Mr Chandler will need to complete a D1 application form. 
  This is available from any Post Office which offers licensing transactions. 
  Mr Chandler will need to provide an up-to-date passport photograph as part of his application. 
  I should explain that we will need to carry out further medical enquiries before a licensing decision can be made.
 
You have advised that there is a dispute as to whether Mr Chandler suffers from epilepsy, 
and that he has sent up-to-date information to us from his GP regarding this. As outlined above, 
we have not received any recent correspondence from Mr Chandler.
 
I should also explain that we do not have any information regarding epilepsy on Mr Chandler’s case. 
  His licence was originally revoked due to his head injury, and our letter of 23 October 2018 explained 
  that he would need to take 6 months off driving following this to allow the potential risk of having an epileptic seizure 
  to fall to an acceptable level. 
  This is the medical standard for all individuals who suffer from a head injury similar to Mr Chandlers, 
  and is not intended to imply that a diagnosis of epilepsy has been given. 
  T  he refusal of his application in April 2019 was based on additional medical information received following our enquiries at that time.
